The Boulder Police Department shares the community’s deep concerns about the incident that occurred on Friday, March 1, 2019. We began looking into the incident on Friday, shortly after it occurred, and quickly made the decision that we needed to launch an Internal Affairs investigation. The officer who made the contact on March 1 is on administrative leave until we complete the investigation.

Our Internal Affairs investigation will include a review of all body worn camera video, interviews of everyone involved which includes both officers and community members, reports and all other related information. Once the investigation is complete, it is reviewed by the officer’s immediate supervisor, Commander, Deputy Chief and the Professional Standards Review Panel (which consists of six community members and six department members from all areas within the department). The supervisors and Review Panel make recommendations to the Police Chief who will make a final decision.

We are unable to comment further on specific information until the investigation is completed. Once the investigation is complete, the police department will make the findings of the report available to the community. The police chief’s report to city council on March 5, 2019, may be viewed online at: Chief Testa begins speaking at minute 42:34 of the video.
